Richard began his law enforcement career in 1982 as a Security Police Officer in the United States Air Force. During his tenure with the Air Force he was responsible for the protection of Nuclear Weapons and dignitaries. While stationed at Kunsan Air Base in the Republic of Korea, Richard became the team leader and trainer for the Emergency Services Team, which is the equivalent to a police department's S.W.A.T. or E.R.T. Richard left the military in 1988 to pursue a role in civilian law enforcement.

In October of 1988, Richard joined the Boynton Beach Police Department and in 1991 became a use of force instructor. He later becoming the agency's use of force expert. Richard's responsibilities grew when he was promoted to Sergeant in 1998 and became the Supervisor in charge of training and recruiting. His responsibilities included: Defensive Tactics, O.C. Sprays, Impact Weapons, Firearms, and Officer Survival. He has been involved with the development of force related policies and procedures and provided consultation for proposed changes to force related policies. In addition to the force curriculum development, Richard's responsibilities also included the training of newly appointed law enforcement personnel and later supervising the Field Training Program. Previous duty assignments include the Traffic Unit where he was assigned to Motors, Traffic Homicide Investigator and the DUI unit. In 2003, Richard was promoted to Lieutenant and served the rest of his career as a Watch Commander overseeing the operations of his platoon and numerous critical incidents.

Richard has been involved in many potentially lethal encounters and has served as an expert witness on several occasions for cases involving the use of force by police officers.

In addition to his accomplishments as a law enforcement professional, Richard is attending Lynn University to earn his Bachelors in Criminal Justice. Richard has also completed the Southern Police Institutes 33rd Command Officer Development Course from University of Louisiana.
