Dennis Root is a renowned law enforcement trainer and is the founder
and president of D & R Training and Consulting, Inc. Dennis began
his law enforcement career in 1990, as a police officer with the
City of Riviera Beach. While working for the Riviera Beach Police
Department, Dennis earned his defensive tactics instructor's
certification and became the agency's lead defensive tactics
instructor. He also developed the agency's DUI detection and
enforcement program and conducted regular in-service
training sessions on topics including use of force, open hand
tactics, and impact weapons. While assigned to the Road Patrol
Division Dennis also served as a Field Training Officer
In January of 1996, Dennis joined the Martin County Sheriff's Office
and is currently assigned to the Canine Unit as a K-9 handler. Since
starting with the Sheriff's Office, Dennis has also earned the title
of the agency's Use of Force Specialist. His responsibilities
include the development and implementation of force related
training to include Defensive Tactics, O.C. Sprays, Impact Weapons,
Firearms, and the M-26/X-26 electronic control devices. He has
developed force related policies and procedures and provides
consultation for proposed changes to force related policies. In
addition to the force curriculum development, Dennis'
responsibilities also include the training of newly appointed law
enforcement personnel. Previous duty assignments have been within
the Training Unit, Criminal Investigations, Traffic, and Road Patrol
Divisions. While assigned to the Road Patrol Division, Dennis once
again functioned as a Field Training Officer. He has also served as
the Supervisor of the Sanctions Enforcement Unit with the Martin
County Sheriff's Office Juvenile Offender Training Center.
Dennis is also the former lead Defensive Tactics Instructor for the Indian River
Criminal Justice Training Institute. While serving as the lead instructor, Dennis
was responsible for conducting basic recruit level training for both law enforcement
and corrections academies. His training responsibilities included instruction on the
State of Florida Response to Resistance Matrix, physical control techniques, and
various weapon systems. Dennis also conducted the Instructor level courses, as well
as other specialized and advanced training courses.
Dennis is a survivor of many potentially lethal encounters and has served as an
expert witness on several different occasions for cases involving
the use of force by police. He has had several articles published in
the DTN Newsletter, as well as the Cop Shop News and OCAT Authority.
Dennis is frequently asked to consult with various law enforcement
agencies on force related topics and has received many awards for
his contributions to the law enforcement profession and his
dedication to the development of safer law enforcement and security
personnel.
In addition to his accomplishments as a law enforcement
professional, Dennis has also earned his Associates in Applied
Science Degree in Criminal Justice Technology from the Indian River
Community College where he graduated Summa Cum Laude. He is
now completing his Bachelors Degree in Criminal Justice through Breyer
State University.
